This letter is intended to clarify Toshiba Corporation's patent licensing
policy with respect to our patent USP 5,822,319 and 6,104,713.   These
patents may cover proposed Internet Engineering Task Force (IETF)  RFC's in
the area of MPLS (Multiprotocol Label Switching).

Toshiba Corporation ("Toshiba") understands the importance of widespread
use of the RFC's in the area of MPLS, and Toshiba is willing upon request
to grant a non-exclusive license on system, apparatus or any other things
covered by the RFC's in the area of MPLS under such patents mentioned above
on a non-discriminatory basis and on reasonable terms and conditions with
the RFC 2026, and provided that such licensee obtaining such license from
Toshiba agrees to license to Toshiba its patents necessary for Toshiba to
practice the above mentioned specification, if any, on a reciprocal basis.
