This document defines new DNS Stateful Operations(DSO) messages with TLV syntax to communicate operations within persistent DNS stateful sessions i.e. DNS over TCP or DNS over TLS/TCP.  The DSO messages with TLVs are extensible for new operations in future.

There is no operational/manageability consideration section included  in the document, however the proposed extension does not have a significant operational impact on the network.
