(Environment is Windows 3.1, DOS 5.0, Microsoft C 7.0)

We have two Windows applications and one application
running in a DOS window as a background task.  They are 
_supposed_ to be multi-tasking, but one of the Windows apps appears 
to be getting the lion's share of the processor's time.  We've 
tried changing the processor settings using both the 386 Enhanced 
tool and the PIF file for the DOS app, but can't really see 
any improvement.  We have found that if we hit the icon for the 
neglected Windows app with the mouse, he does get awakened.  
This in spite of the fact that both the foreground and background 
values are set to the same values. (50 timeslices, 20 ms/timeslice)  
We've also added PeekMessage calls to both Windows apps to try to 
force resource sharing.
