My colleague, Arif Mahmood, is writing an intelligent setup utility using
Borland C/C++ for windows 3.1
He was to know whether there is any function(s)/code that does the following:
   1. While copying files:
         A. If source file is nornal (uncompressed) , it will first compress
the file and then copy it to the destination.
        B. If the file is compressed, it will copy it as it is.

    This is just the opposite of LZCOPY() function.

  Also, is there a function that will detect whether a given file is
  compressed or not?

 Any pointers in this direction will be highly appreciated.
