This is a simple addition to the w3-msql web engine.  It doesn't get much
for style in that it was written in about the first 30 seconds after I
discovered that there were no case in-sensitive searches.  To make use
of this simply replace the old variable.c from w3-msql with this variable.c
and recompile.  So far it works on a RISC6000 AIX 3.2, 4.1, and a Linux 2.0.13
or sumthin' like that.  With this change in effect, anytime you use ^<var_name>
instead of $<var_name> you get the case in-sensitive form as described by
mSQL as [Vv][Aa][Rr]_[Nn][Aa][Mm][Ee].  This has not been debuged completely
