This file has several parts: -NPA Formats (describing various code sets) -Options on NANP Expansion -Geographic Relief Codes (list) -General Purpose Codes (list) -Latest NANP Caribbean Re-compilation -Master List of All NPA Numericals from 200 through 999 -NPA Assignment History/Chronology (with details) NPA FORMATS (as of AUGUST 1996): -Geographic Relief Codes- (165 codes as of AUGUST 1996) Codes reserved for assignment for *specific* geographic splits/overlays in the US or Canada, over the next ten to twenty years. -General Purpose Codes- (243 codes as of JULY 1996) Codes available for... Territories, etc. whose parent country is in the NANP. Countries not yet part of the NANP but desire to be a part. Special purposes/functions not requiring an Easy-to-Remember code. Additional geographic splits/overlays in the US/Canada -Easy to Remember Codes- (61 codes, incl. some assigned/reserved already) Codes which may require a public marketing purpose and which are for a service that is national or NANP-wide in scope. These codes have an identical numerical in both the `B' and `C' digits. These codes are of the form: N00, N22, N33, N44, N55, N66, N77, N88 The codes 555 (unavailable for assignment) and 377 & 966 (reserved in the 37X and 96X blocks) are not included in this format; Neither are the N99 codes, as the N9X codes are reserved for NANP digit-length expansion; The N11 codes aren't included here, as the N11 codes are also "unavailable" due to their use as 3-digit local service codes. -Reserved for NANP Expansion- (80 codes) Codes of the form N9X are reserved for the purposes of expanding the NANP into a `longer-than-ten-digit' format, as the NANP ten-digit format will eventually exhaust, anticipated to occur sometime in the 2nd Quarter of the 21st Century. -Not Available for Assignment- (10 codes) These are held from assignment due to confusion with `special central office codes' or local service codes. N11, 555, 950 -Reserved for future special use- (20 codes) Two blocks of ten *consecutive* codes are being reserved if some future need requires assignment of a *block* of ten *consecutive* codes. The 37X and 96X blocks have been reserved for such. -Mexico- (7 codes) Due to billing and cellular roaming concerns, the 521 thru 529 block are being held back from assignment. At this time, Mexico is not a part of the NANP. It has ITU Country Code +52, and uses a full internal national number of eight digits. Its internal area codes begin with any possible digit 1 thru 9. However, 523 is indicated as a geographic relief code, and 522 is expected to be eventually used for an additional PCS Special Area Code. -Manual/Ringdown Non-Dial Toll Points- (NDTP) (5 codes) There are some 1500+ locations in the US, Canada, Alaska and the Caribbean, as well as Mexico which are in remote or isolated rural areas. Calls to and from these locations *must* still be placed thru the Operator. For billing purposes, each location is assigned its own V & H co-ordinates, as each location is a unique ratecenter. The billing system needs a unique code to identify each one of these ratecenter locations. Since 1978, codes of the format 88X-XXX have been used and *had* been designated as follows: 881, 882, 883, 885 - Mexico 886, 887, 888, 889 - US, Alaska, Canada, Caribbean (880 and 884 have not been used for such points) When 888 became the second toll-free area code, NDTP's which were identified with 888-XXX have had to be relocated to *other* 88X codes ranges. And those Mexican NDTP's which used 881-XXX likewise have had to be relocated to *other* 88X code ranges, since 881 has been assigned to "Caller-Pays" when calling 888 toll-free numbers not available from the caller's location. The present NANPA "Status of NPA" lists 883, 885, 886, 887 and 889 as "Hold for NDTP", 882 as a "General Purpose Code", and 884 as a "Geographic Relief Code". The INC's short-term consenus solution is to move the NDTP's into 886 and 887, and *possibly* even 889. It is presently unclear if there will be dedicated 88X codes for Mexico and others for US/Canada/Caribbean. -US Pacific Islands- (3 codes) The following locations presently have their own ITU country codes, but they are requesting admission into the NANP. (+671) Guam and (+670) Commonwealth of the Northern Mariana Islands are to become a part of the NANP effective 1 July 1997. (+684) American Samoa might become part of the NANP, but there isn't any additional new information regarding this US Pacific location. Locations which do become a part of the NANP, are to return their existing ITU country code assignment back to the ITU, after one year of becoming a part of the NANP, Country Code +1. Their old country code's numericals become their area code within the NANP. CNMI and Guam will have permissive dialing of +1-670/671- and +670/671- until 1 July 1998. NANP area code 684 is reserved for American Samoa if it does become a part of the NANP. EXPANSION OF THE NANP TEN-DIGIT LENGTH INTO A LONGER LENGTH NUMBER Expansion plans have not yet been finalized, however there are several options being discussed by the INC (Industry Numbering Committee) forum. Some options include: - a "National Destination Code" (NDC) of two or three digits, inserted betwseen the '+1' (our Country Code) and the "area code", used to identify up-front the *particular* NANP country or region, thus allowing a complete re-use of "area codes" within each NDC - expansion from existing three-digit NPA codes to one which are four-digits (or longer) - expansion from existing three-digit central office codes to ones which are four-digits (or longer) - expansion from existing four-digit "station/line" numbers to ones which are five-digits (or longer) - and even various combinations of the above. There is still discussion as to *where* to insert any additional digit(s) to a particular code (sub)set -- i.e. at the beginning, at the end, or somewhere within the existing code. Expansion from three-digit area codes to four digit ones seems to be the most likely plan. The current range of eighty 'N9X' codes is reserved for expansion purposes, and will allow two possible options: Option One: Assign all *NEW* four-digit area codes of the form N9XX, while existing three-digit area codes NyX (where y is not '9') would expand to NyX-1 or NyX-0. A permissive period of using existing three-digit area codes as NyX as well as its expanded form of NyX1 (or NyX0) would be allowed. Eventually, there would be a mandatory use of NyX1 (or NyX0), and further new four-digit area codes would be available for assignment as NyXN. However, there would be a conflict with the 'D' digit of '0' or '1', as existing RAO/CIID-based calling cards are of the form: NXX-1XX/0XX-XXXX (plus PIN, NXXX), the NXX is not an NPA but an RAO/CIID- as well as the use of 0XX/1XX 'pseudo central-office' codes used as internal network routing/switching codes within an NPA, NXX+1XX/0XX(+), used by telephone test technician people and telephone operators, as well as the internal operations of the automated network. These two situations (calling-card rating/billing/identification and internal network routing/switching codes) also presently prohibit the use of customer dialable "POTS" central office codes of the form 1XX/0XX, even in mandatory ten-digit local situations, such as overlays and SAC's (800/888, 900, 500, etc). Option Two: Since the 'N9X' range of three-digit codes is 'reserved for future expansion' to a 'longer-than-ten-digit format', when current three-digit area codes need to be extended into a four-digit format, the digit '9' can be *inserted* between the first and second digits of the existing three-digit area code: NyX (where y is not '9') will be expanded to N9yX. A permissive period will allow the use of the existing three-digit code as well as the expanded four-digit 'N9yX' code, until the time when the four-digit form becomes mandatory. At that time, *NEW* four-digit area codes will be assigned from NyXX. Since there won't be any three-digit N9X codes active when the time comes to expand to four-digits, the N99X range of four-digit codes will also be initially unassigned. This range might also be reserved for even further expansion at some point, even further in the future. This expansion plan is similar to number and code expansions which have taken place in other countries, particularly the UK, other European countries, and Australia. In either option, I don't know how the 89X range of future NPA codes will affect use of the '89' International Calling Card format when entering the full international card number at the "bong" tone, if "permissive" use of both international (89) cards and domestic (14-digit) cards is still being used. Option two will still allow continued use of 0XX/1XX codes for network routing/switching purposes, as NyX+0XX/1XX will migrate to N9yX+0XX/1XX, prior to the introduction of four-digit area codes, where the routing/switching codes within the new area codes would be NyXX+0XX/1XX, along with N9yX+0XX/1XX. The use of a '0' or '1' in the 'D' digit position will then migrate over to the 'E' digit position, as the full NANP number (or routing/switching codes) will all increase by one digit. However, even with option two, if customer entry of calling cards continues to have permissive use of the International '89' format *and* the domestic (14-digit) format, for both line-number-based as well as special non-line-number (RAO/CIID-based) cards, either current RAO/CIID based cards (14=digits) will also have to increase the first three digits to a first four digits RAO/CIID (followed by the 0XX/1XX and remainder of the card number) meaning a complete reissuance of such non-line-number cards (cards based on a valid line-number will also need to be reissued as the area code will be increasing to four digits, NyX => N9yX), *OR* the use of '89' international format will need to become *mandatory*: (89+ country code '1'+ the three-digit ITU issued 'IIN' code plus whatever number format used internally by the issuing domestic carrier) will need to be adopted. NANP digit-length expansion plans also indicate that the numbering plan should continue to remain 'fixed-length'. While the permissive period allows a variable-length, the ultimate result is still fixed-length. The expansion plans also indicate that both 'pulse' signalling (rotary dial) as well as DTMF (touch-tone) will be allowed. The numbering will be based on decimal numericals. Thus, the significant portion of a number/address is *not* to include the DTMF '*', '#', nor the DTMF "fourth-column" of 1633 Hz buttons 'A' through 'D'. Numbering portability development as well as yet to be realized future technologies will affect how the NANP digit-length is expanded. It could happen that we won't even be using traditional numbering, dialing or signalling, but rather use an "electronic directory" to 'dial' or rather 'select' the desired party, similar to 'clicking' on a hypertext link to another URL from a webpage. No matter what future technology develops nor whatever plan is actually adopted for NANP expansion, the fact that 'numbering/identification' will become less-and-less associated with the actual *switches* involved or the routing of the call, as well as location and geography. GEOGRAPHIC RELIEF NPA CODES (165 codes as of AUGUST 1996): The following NXX combinations have been reserved for NPA purposes to be assigned to *specific* geographic NPA splits/overlays anticipated to occur in the US and Canada over the next ten to twenty years. There are no specific geographic assignments indicated here, however. These codes were *CAREFULLY* selected and co-ordinated by the NPA code administrator of Bellcore NANPA and the various local Central Office NXX code administrators from around the US and Canada, as well as the annual COCUS (Central Office Code Utilization Survey), While we don't yet know *where* each actual code will be assigned, these codes were selected so that a forthcoming split/overlay won't have the new NPA code using the same numericals of an existing Central Office NXX code in the old or new NPA. (Of course, if overlays and mandatory ten-digit local dialing were enforced, this wouldn't be a problem!) (850 which was originally supposed to split 904 in FL is part of this list.
