I was asked to do an OPS-DIR review of draft-ietf-ippm-2680-bis-03. This document is a revision of RFC 2680 which described a one-way loss metric for use in the Internet. As such, it does not present any direct operational concerns, but, if the metric can be improved, it can assist in better understanding network operations. That said, I do have a suggestion on the document itself. The first thing I do when looking at a bis document is to go to the Changes since RFC XXXX section. I did that in this case and was quite confused with what I found. The first part of section 7 is a list of points from RFC 7290 but the text does not say what was changed in the bis text to meet these suggestions. I would suggest removing this list of suggestions from RFC 7290 and instead include a note about RFC 7290 within the note about the specific updates where it applies (xx changed in response to the 1st suggestion in section 6.2.3 of RFC 7290 to read "xxx xxx xxx”) Scott
