I have reviewed this document as part of the security directorate's ongoing effort to review all IETF documents being processed by the IESG.  These comments were written primarily for the benefit of the security area directors.
Document editors and WG chairs should treat these comments just like any other last-call comments.

Summary: This document introduces an in-band notification of Key Updates for notifying RPs of the updates to a Trust Anchor Locator (TAL) and distribution of TAL Data via TAK Objects. 

While this in-band notification allows for more dynamic management of keys and helps ensure RPs are aware of key rollovers, it introduces a single point of failure. 

Suggest to add some description in the Security Consideration on what happens when the in-band mechanism is compromised.
