Maintenance release with general improvements in all the protocols 
-much faster now- and a few interesting new features:
- A DCC Chat and firewall detection code that will allow chatting with 
users behind firewalls. 
- Animation and Text-to-speech support using Ms-Agent technology. 
- The file server now includes: roll-back in restored downloads and 
speed dependant block sizes. 
- The client now auto-reconnects to the chat server if it was 
disconnected allowing the users to chat while it is retrying. It allows 
to ping other users, etc.
